Rules for the 2009 Veterans Invitational Soccer Tournament

ALL GAMES ARE SCHEDULED ON CENTRAL STANDARD TIME

Rules of the Veteran's Invitational Tournament (VIT) shall be the " Laws of the Game" as published by USYSA/FIFA with those modifications as stated herein.

Ball Size
� U9-12 - use size 4
� U13-and Up use size 5

Game Length
� U9 - U10 will play 25 minutes per half
� U11 - U14 will play 30 minutes per half
� U15 - U16 will play 35 minutes per half
� U17 - UP will play 40 minutes per half
Please note U17 and U18 finals will play 45 minute halves.

Game Format
� U9 - U10 6v6
Note:U9/10 Restricted Punt Rule-
Punting and/or Drop Kicks are allowed, however the ball may not land past midfield without touching the ground or another player first. Throwing, Rolling, and/or putting the ball down on the ground and kicking it beyond midfield line in air is allowed.
o In the case of an infraction, an indirect free kick will be awarded. The indirect free kick will be placed at the midfield line.
� U11 - U12 8v8
� U13 – UP 11v11

1. Substitution may be made, with the consent of the referee: A team in possession of the ball for a throw-in may substitute. If the team in possession of the ball chooses to substitute, the opposing
team may substitute at that time.
o Before a goal-kick.
o After a score by either team.
o At half time.
o After an injury, by either team, when the referee stops play.
o After a caution, one for one by both teams, if the cautioned
player is substituted.

2. The game clock will not be stopped because of injury to any player, except if deemed necessary by the referee. Due to the time allowed for the completion of all games, the clock should run continuously. It is the intent of the VIT to provide a 3 referee system for U11 through U19, however, if deemed necessary, matches may be conducted with club linesmen. We use 1 referee on U9-U10 games.


TEAM AND PLAYER REQUIREMENTS
1. Team rosters will be limited to 18 players. Age group bracketing will be per the USSF/USYSA age guidelines effective September 1,1991.
2. Four (4) guest players will be allowed per team. U11-U12 teams that are playing in a State Association which require that U11 teams play 8v8 and with a roster of 11 or less, may have up to 4 Guest Players. U11 teams with 12 or more players that are rostered may only have 3 Guest Players maximum.
3. If your state allows 15 on your roster (U12 and under) please let us know at info@veteransinvitational.com so we may be aware.
4. A player may only play for one team during the Tournament. Before the start of each game the Field Marshall shall check that each team have the following;
1. All shirt numbers of players must be different.
2. Current USSF player and coaches passes matching the VIT roster.
3. A coach may coach more than one team during the tournament.
 Disciplinary action taken against a coach will be levied in the next game in which he/she coaches the team playing at the time of the original infraction, or to the next game coached if the violation occurred during the last game for that team. If additional behavior problems occur, the Tournament Directors reserve the right to levy additional discipline up to, and
including, expulsion from the Tournament.
 The AWAY team is responsible for changing colors in the event of a conflict. Failure to do so will result in the AWAY team forfeiting the game.
 The HOME team shall supply a suitable game ball (as determined by the Referee).


STANDARDS OF CONDUCT
� All participants in the VIT will be expected to maintain high standards of conduct during their stay in the Evansville area. These standards are expected of players, referees, and other guests in the hotels and motels; keeping noise in the hallways to a minimum, refraining from kicking soccer balls inside any of the buildings, and being respectful of the property of others. Should it come to the attention of the Tournament Directors that a person (or persons) has failed to observe these guidelines; the Director reserves the right to take punitive action. Said action, depending upon the circumstances, may range from a warning, a reduction in points in the standings, or banning that team and/or all teams in its club from future participation in the tournament.
� There shall be no dissent between players and/or coaches and the referee. Questioning a referee is considered dissent. All coaches are responsible for the actions of his or her spectators, specifically verbal abuse of referees. Such abuse will not be tolerated! Violation may result in forfeiture of the game and/or expulsion from further play.
� Any player or coach ejected from a game will be ineligible to
participate in the next scheduled game. The player/coach pass is to be turned in to the referee headquarters immediately following the initial suspension game. If dismissed in the last game, card will be returned to the team manager after the referee fills out the red card report.
� All coaches will remain within 20 yards of the centerline on their half of the field, on the side opposite of both teams' spectators. Spectators should remain 5 ft. from the game line.
� Spectators may be ejected from the game site for improper conduct, at the discretion of the tournament officials.
� Artificial noisemakers are not permitted.
� Please ensure that all participants and parents are aware NO PETS ARE ALLOWED AT THE TOURNAMENT SITES.

GAME LENGTH
� Preliminary and Championship games will consist of two halves of equal length per the following;
o U-9 and U-10's play 25 minutes each half, and
o U-11 through U-14's play 30 minutes each half.
o U-15 - U16 play 35 minute halves
o and U17-U19 play 40 minute halves.
 Please note U17 and U18 finals will play 45 minute halves.

� The VIT Directors reserve the right to adjust game length for conditions beyond their control.


COACHES:
1. Each team is responsible for bringing a regulation soccer ball to each game. The referee will select the game ball.
2. Only the COACH/MANAGER is the representative and spokesman for his or her team. Only the COACH/MANAGER should contact the Field Marshall or Soccer Central for his/her team.
3. You are held responsible not only for your players, but for anyone associated with your team.
4. You may go on the field only at the Referee's request during play.
5. NO ONE is allowed behind the goal lines.

SCORING
Scoring summaries can be obtained at the HQ tent of each site and on the Internet, at:www.veteransinvitational.com Posted scores will reflect the actual score. Bracket standings, leading to championship play, will be determined on the following basis.
a. Points. At the end of the game, the Referees and each coach are to sign the official game envelope certifying final score and turn in to Field Marshall. Three points will be awarded for a win, one point for a tie and zero points for a loss. The score of a forfeited game shall be recorded as 4-0 in favor of the team not forfeiting, if; 1) the game has not commenced, or 2) the game has commenced and the non-forfeiting team has less than a 2-goal lead at the time of cessation. If the non-forfeiting team has more than a 2-goal lead at the time of cessation, the score shall stand. Forfeiture will be declared for a failure to begin play within fifteen (15) minutes of game time. Failure to complete a match or a team leaving the field during play may result in forfeiture. In no case will a team, which has forfeited a game, be declared a group winner or wild card.

b. In the event of ties in point standings, the following sequence will be used:
1. Result of head to head game (2 teams only)
2. Total net score for tournament games. Net score = goals scored, less goals scored against. A maximum differential of 4 goals per game will account for this purpose.
3. Fewest goals allowed.
4. Penalty kick elimination: five penalty kicks per round, alternating teams. One kick per player is allowed. As long as tie continues no player shall kick twice before eleven team members have kicked once. After the first round of 5 kicks, the team will continue to alternate shooters until there is 1 unmatched goal between 2 opposing players.
1. A wild card team will not be assigned to play the winner of its own division in a semifinal match. Example; wild card will play A division winner, or the B winner if wild card comes from A division.
2. In the event of ties at the end of championship round games, winners will be determined as follows:
3. Two ten-minute overtime periods will be played in age brackets U13 and above, both mandatory. Two five-minute periods will be played in U11-U12 age brackets.
4. Penalty kick elimination as above. Only players on the field at the end of the second overtime are eligible for penalty kicks.


Player Equipment:
1. Shin guards are mandatory and must be covered by the socks.
2. No cutoffs under or in lieu of uniform shorts are allowed. If thermal shorts are worn, they must be of the same color as the team shorts.
3. Jerseys will be tucked into player's shorts at all times.

AWARDS
Age groups will be awarded first and second place team (individual trophies) after the final game. All U9-10 players will receive a participation award.

WEATHER/RESCHEDULES
If the Site Coordinator determines that the fields should be cleared, 3 long blasts on an air horn will signal that everyone should go to their cars. A signal of 3 short blasts will indicate that you may return to the fields.

Games shall be considered completed if the first half has concluded and play is stopped by either the Field Referee or the Tournament Directors.

The score at the stoppage of play will be the final game score. If the first half has not been completed and the game is stopped, every effort will be made to complete the game, or play to complete at least the first half and record the score as final. If the game is cancelled before it starts, every effort will be made to reschedule the game.

Note: if necessary, game lengths may be shortened to accommodate scheduling requirements. It is the responsibility of each coach to check at the Tournament Tent for reschedule information.

A central phone number will be available the weekend of the
tournament. It will be posted on the website.

However, in the event that rescheduling is not possible, and game cancellation creates a situation where teams within the division are unable to play an equal number of qualifying games, the group winner will be determined on the basis of awarding the average tournament points earned in the other games, to the teams that were unable to complete an official game, followed by the tie breaking procedure if necessary.

CANCELLATIONS
If the Tournament is cancelled due to events beyond the control of the Tournament Committee, the Tournament will not be required to make any financial remuneration.

PROTESTS
No protest for any reason except player or team eligibility. A protest, which may only be filed by the coach or team manager, must be submitted in writing within one hour of the completion of the game. Referees' decisions may NOT be the basis for protesting the game. $100 in cash must accompany the protest and will be returned only if the protest is upheld.

FINAL RULINGS
The final interpreter of the foregoing rules and regulations, and also any matters not provided for in these rules will be the Tournament Directors, whose decisions shall be final.

INJURIES
All coaches/managers shall bring first aid kits, water, and ice to
all games. In case of serious injury, Field Marshals must be notified. They will be equipped to notify local EMS personnel. A bleeding player must leave the field. Only the lead referee can determine if they may be allowed back on the field.

PETS
NO pets allowed at tournament sites. You will be asked to leave the parks if you bring a pet onto it during the tournament.

ALCOHOL
NO alcohol allowed at tournament sites.

WEATHER POLICY
The safety of our players, parents, volunteers and fans is of the
highest importance to the Evansville Soccer Club. Therefore, in the event of lightning, play will be suspended and all should seek shelter immediately. Play will resume once the threat has
passed.

Upon the suspension of play, teams MUST go to their vehicles - do not leave the site and do not go to the Tournament Tent for shelter.

Field Marshals will also be notified by radio of the suspension and resumption of play.

In the event of rain, play will continue unless halted by the site OR if the fields become so wet as to present a serious potential of injury to players or of lasting damage to the fields.

In the event that a match(s) is/are cancelled due to inclement
weather, the score at the time of the cancellation will be declared final and will be recorded as such if one half has been completed. Matches not yet started or in progress, but with less than one half completed, will be recorded as a 0-0 tie. The Tournament Director reserves the right to make whatever adjustments may be necessary in game length to proceed with the schedule following a delay due to inclement weather. It is possible for play to be halted because of a weather situation at one site but not at others. In this case, the above will apply to the teams at the site at which games have been halted. Games scheduled at other sites not affected by the weather shall continue as normal.

In the event of rain during the finals on Sunday afternoon, we will follow the above procedure. If at all possible, final contests will be decided on the field by completion of the game or by penalty kicks if time or conditions do not permit game completion. If the awards presentation is suspended, the head coach of each of the final teams should present themselves immediately following the end of their contest at the Tournament Tent to receive their team's trophies.

Conflict of Printed Rules
In the very rare instance that these rules on the Web site differ
from the rules printed in the program, the program shall take precedence.

Special Note:
The Tournament Committee needs your cooperation. Please bring a trash bag and remove all trash from your playing field. We thank you for your help in keeping our grounds clean.
